Comprehensive Car Insurance in Malaysia

The broadest motor cover available in Malaysia — here is what comprehensive insurance includes.

Comprehensive car insurance in Malaysia provides the highest level of motor coverage available, covering both your own vehicle and third-party liability. Malaysia's motor insurance market has undergone significant reform since detariffication in 2017, giving insurers more flexibility in pricing and product design.

What Comprehensive Cover Includes in Malaysia

Standard comprehensive motor insurance in Malaysia (sometimes called "first party" insurance locally) covers: accidental damage to your own vehicle, theft, fire, and third-party bodily injury and property damage liability. Add-ons are typically available for windscreen cover, flood cover (increasingly important in Malaysia), special perils, and legal liability for passengers.

No-Claims Discount (NCD) in Malaysia

Malaysia's motor insurance NCD system rewards claim-free driving with premium discounts. After 1 year without a claim, you earn a 25% NCD. This increases progressively to a maximum of 55% after 5 or more consecutive claim-free years. The NCD is vehicle-specific (attached to the vehicle registration, not the driver) and is transferable when you sell your vehicle.

Detariffication and Its Effect

Since July 2017, Bank Negara Malaysia's phased motor insurance detariffication has allowed insurers to price motor insurance based on individual risk factors rather than a regulated tariff. This means premiums now vary more significantly between insurers based on factors including your driving record, vehicle usage, and geographic risk. Shopping around at renewal is now more important than ever.

Road Tax and the Relationship with Insurance

In Malaysia, motor insurance and road tax (cukai jalan) are closely linked. Road tax can only be renewed if valid motor insurance is in place. Both can be renewed simultaneously at Pos Malaysia outlets, JPJ offices, or through online platforms. Your insurance certificate (cover note or e-cover note) must be presented when renewing road tax.

Key Guidance

Since detariffication, premium differences between insurers for the same vehicle and risk profile can be significant. Compare comprehensive quotes from multiple PIAM member insurers at renewal — loyalty to a single insurer is rarely rewarded with better pricing in the post-tariff market.
