CTPL Insurance in the Philippines

Everything you need to know about the compulsory motor insurance required for every Philippine vehicle.

Compulsory Third Party Liability (CTPL) insurance is the legally required minimum motor insurance for all vehicles registered with the Land Transportation Office (LTO) in the Philippines. Understanding what CTPL covers — and what it does not — is essential for every Philippine driver.

What CTPL Covers

CTPL insurance covers bodily injury, disability, and death of third parties (other people) caused by your vehicle. The Insurance Commission sets the minimum benefit levels: currently PHP 100,000 per person for death and permanent disablement, and medical expense coverage for injuries. CTPL does not cover damage to other people's property or damage to your own vehicle.

What CTPL Does Not Cover

CTPL only covers bodily injury and death of third parties. It does not cover: damage to other vehicles or property, damage to your own vehicle, your own injuries as the driver, or any liability beyond the regulated benefit limits. For broader protection, separate comprehensive motor insurance is required.

How to Buy CTPL Insurance in the Philippines

CTPL can be purchased from any Insurance Commission-licensed non-life insurance company in the Philippines. It is also available through LTO accredited outlets at vehicle registration renewal time, and increasingly through online platforms. The premium is regulated by the Insurance Commission based on vehicle type and engine displacement.

CTPL and LTO Registration

A valid CTPL certificate is a mandatory requirement for LTO vehicle registration and renewal in the Philippines. Without it, your vehicle cannot be legally registered. Keep your CTPL certificate in your vehicle at all times — it may be required by law enforcement along with your vehicle registration and driver's licence.

Key Guidance

CTPL covers the third party — not you. If you are involved in an accident and need protection for your own vehicle or for claims made against you beyond the CTPL limits, a comprehensive motor insurance policy provides that additional protection.
